Buildings where the services are the project.

JCGAU is a commercial and industrial construction company working across South Australia, Victoria and New South Wales. We deliver under design and construct, construct only, and early contractor involvement arrangements.

Seven things, each with something behind it.

  1. Decisions made where the work is

JCGAU is director-led, with a senior representative named in the contract from the first conversation through to defects close-out. The people who price the work run the work, so a commercial question is answered in the meeting rather than taken away.

  2. Every dollar traces to an awarded quotation

A price you cannot trace is an opinion. Trade packages go to the open market; every bidder receives identical scope and every clarification as an addendum, and no package is awarded on a single unqualified quote. Source: our Sustainable Procurement Policy and Supplier Code of Conduct, summary on request.

  3. Buildability before the price is fixed

We prefer to be engaged in preconstruction, coordinating the full consultant team before a construction price is agreed. We do not procure a substitution without written confirmation from the design team.

  4. Programme built from procurement, not backwards from a date

Programmes fail at the long-lead item, not at the trowel. Critical-path items are identified and released before they become delay events, and the programme is baselined and reported on a fixed cycle.

  5. Risk retired at the cheapest point

Site investigation is scoped during preconstruction rather than carried as a contingency, so latent conditions are assessed against records rather than against assumption.

  6. Licensed where it matters, and clear about where

A licence is a scope statement, and we publish it as one. Source: the Consumer and Business Services (SA) and Victorian Building Authority public registers, checkable right now, by you, without asking us.

  7. Buildings where the services are the project

On laboratories, testing facilities and services-heavy industrial buildings, the services can account for more than half the construction cost and almost all of the coordination risk. That is the work this company is built around.

Six controlled stages, on every package.

Our standing procurement method, set out in our Sustainable Procurement Policy, which carries the Supplier Code of Conduct a subcontractor accepts on award.

  • 01 Enquiry: package scoped and advertised to the open market, not to a closed panel.
  • 02 Coverage: bidder coverage confirmed before the package is allowed to close.
  • 03 Clarification: every clarification issued to every tenderer as an addendum.
  • 04 Levelling: all bids brought to a common scope so exclusions cannot hide.
  • 05 Bid analysis: scored against price, quality, experience, safety and capacity.
  • 06 Award: no package awarded on a single unqualified quote.

New South Wales licensing.

In New South Wales, builder licensing under the Home Building Act 1989 attaches to work on a dwelling. It does not apply to the commercial and industrial classes we build, and that position was confirmed to us in writing by an appointed building certifier. New South Wales instead regulates trade licensing and accredited design, which we pass down and verify at buyout.

We publish projects when the client says we can.

Cost breakdowns, programme positions, payment positions and contract structures belong to the client who paid for them. Where a client agrees, we publish a case study with them, reviewed and approved by the client before it goes up. If you want to speak to a client we have worked for, ask.

Systems that travel with the project.

Our quality, health and safety, and environmental policies are written and in use on every project, alongside a Code of Ethics and a Sustainable Procurement Policy. They are aligned with ISO 9001, ISO 14001 and ISO 45001, and we will certify to a nominated standard where a project or a panel requires it. We contract on the form the client prefers. Subcontracts are executed on standard Australian forms amended to match the head contract, progress payments are administered under the Security of Payment Act of the relevant state, and site access, induction, competency and licence expiry are managed through a controlled digital system.

Send the site address and whatever drawings exist.

Incomplete is fine. The address alone tells us the zone, the authority, the building and usually the constraints. Acknowledged the same business day, and a scoping call or a considered answer within two.
